Hi Sauli,

The emergency boats appear to have been kept inboard until the ship had left the confined waters of the port. Looking at the images in 'Titanic in Photographs', the earliest shot showing the boats cranked out was the Beken photo, taken off the Isle of Wight. As far as I'm aware they remained outboard during the Cherbourg and Queenstown stops.
