Hmm; no markings on that lower right gauge other than 0 to 200. This could very well be a tachometer. For a merchant ship engine of this type, 85 to 90 RPM would be considered extremely fast, but then merchant "triples" and "quads" have a very long stroke, produce LOTS of torque and are designed to run at highest power from departure to destination. Reciprocating engines like those of the Texas have much a shorter stroke to keep the cylinder tops as low as possible (all of the machinery has to fit within that "armored citadel" built within the hull) but with the shorter stroke comes a lower reciprocating mass -- the torque and BHP may be lower at 80 RPM, but the engines maximum available revolutions are more than doubled. All of this fits very neatly within a warship's operating parameters; in the case of USS Texas, this meant a cruising speed of approximately 12 knots for maximum range at 70 RPM, 20 knots at 125 RPM and emergency flank speed of 23 knots at 175 to 180 RPM.

PS - They may not have been the fastest of the USN's "dreadnought era" battleships, but USS Texas and her class-leading sister USS New York were more maneuverable than their turbine-driven fleet mates, and much of this had to do with the reciprocating engines far quicker response to throttle and direction changes when compared to turbine propulsion plants.
